Photo to Talking Video on Windows: What You Need and What It Costs

2. Built in first: Clipchamp
Microsoft Clipchamp comes preinstalled on Windows 11 devices. Open it from the taskbar search or from Start > All apps.
To add a voice:
- Select Record & create > Audio to record your voice, or Record & create > Text to speech, choose a language and voice, type the script and select Save.
- Export as video. GIF exports have no audio.
